When the US Consumer Financial Protection Bureau reviewed chatbots in consumer finance, it found customers trapped in what it called “doom loops”: repetitive answers, no resolution, and no reliable path to a human.

That is not only a conversation problem. It is an operations problem.

A chatbot can explain how a process works. An AI support agent can use approved tools to move a verified request toward a real outcome. The difference is not better conversation. It is safe action.

A Good Answer Can Still Leave the Customer Stuck

Ask a traditional chatbot, “Where is my claim?” and it may explain where claims are normally tracked. It may provide a portal link or repeat a policy.

The CFPB found that financial-services chatbots could handle basic questions but often lost value as problems became more complex. Customers struggled when an issue required investigation, recognition of a dispute, an operational change, or a clean handoff to a person.

What an AI Support Agent Actually Does

OpenAI describes agents as systems that can direct a task and use tools. Some tools retrieve information. Others perform an approved action, such as updating a record, sending a message, or handing a ticket to a human.

In customer support, that can mean:

  • verifying the customer before opening account-specific information;
  • retrieving a permitted policy, payment, or claim record;
  • identifying what is blocking the request;
  • completing a routine action within clear limits; and
  • escalating the case with enough context for a person to continue.

Consider a customer asking why a claim has not moved. An answer-only chatbot may direct them to a portal. An agent can verify the customer, retrieve the live status, identify a missing document, send an approved upload request, record the action, and confirm the next expected update.

Anthropic recommends using the simplest system that works. Predictable support tasks may follow a fixed path. More complex cases need tighter limits and a human checkpoint.

Four Guardrails Before It Acts

Useful action needs control.

  1. Verify. General information may be public, but claim, policy, account, and payment details require the right identity checks.
  2. Limit. The agent should only access approved data and perform permitted actions.
  3. Record. Every retrieval, update, message, and handoff should leave a clear audit trail.
  4. Escalate. Complaints, vulnerable-customer cases, large financial changes, and exceptions should move to an authorised person.

The handoff should include the conversation summary, relevant records, actions already attempted, and the reason a person is needed. The customer should not have to start again.

NIST's Digital Identity Guidelines support keeping authentication separate from the application using it. The language model should never guess who the customer is.

Measure Resolution, Not Chatbot Volume

Chatbot volume can look impressive while customers keep returning with the same problem. Better measures are:

  • resolution rate for eligible requests;
  • time to resolution;
  • repeat-contact rate; and
  • handoff quality.

Human oversight still matters. The Bank of England and FCA's 2024 survey found that three in four responding financial firms already used AI, while only 2% of reported use cases involved fully autonomous decision-making.

The right question is not, “How many conversations did the bot handle?” It is, “Did the interaction move the customer forward safely?”
